Why?
Mister Negative is a poorly defined member of Marvel’s criminal underworld who, to now, has been confined to Spider-Man comics and even there he’s hardly a big player. But here’s the thing: It’s actually good. It’s a fun read with lots of lame villains all fighting for space in New York City.
Hood, who is Osborn’s Kingpin, goes to Chinatown to take the territory from Mister Negative.

And along the way we get to learn about Mister Negative’s history, which has been a mystery for the last year-or-so that he’s been around. We already knew he was involved in human trafficking, but in this story we see how he took over all snakehead traffic from China’s Fujian Province to New York City. This story was written around the time that Sister Ping was making news for making millions of dollars doing that in real life, so this story also has a kind of “ripped from the headlines” feel.
We also see that MN himself came to America the same way, and took the identity of a man who was killed by smugglers. We’ve seen that in this identity, “Martin Li” runs a soup kitchen that employs Aunt May. He explains to the reader that this is the yin to the yang of his darker, criminal activities.
In the end, Osborn cuts a deal and allows him to continue to operate.
