Here’s my personal top 10 works of this genius. I’m going to acknowledge that my favorites do not include Captain Britain or Miracleman, which everyone else seems to love but didn’t move me the way these did…
10. Supreme (1997) (Supreme #41-56)

9. Neonomicon (2010). The most adult book on this list. A close-to-pornographic Lovecraft adaptation.
8. V for Vendetta (1982)
7. Superman: Whatever Happened to the Man of Tomorrow? (Superman #423/Action Comics #583). Moore pays tribute to the first superhero and no less than Curt Swan provides the art.

6. Promethea (1999-2005)
and
5. From Hell (1989).
My numbers 6 and 5 are challenging reads. From Hell is incredibly dense, but very rewarding if you take the time to work though it.
Promethea is an epic saga about a college student who gets the power to destroy the world. It didn’t catch on like the others on this list, but it’s fantastically imaginative and provocative.
4. Mogo Doesn’t Socialize (Green Lantern vol. 2 #188) (1985). I love this short story. I know it’s not an obvious pick.

3. The Killing Joke (1988). Brilliant.

2. Saga of the Swamp Thing (1984-1987). An obvious pick, but one of the most important comics of the ’80s. I read it in real time and it was a huge influence on me.
1. Watchmen (1986). Of course. It’s a cliche pick, but there’s a reason it’s so popular and timeless.
